Free Royal City of Drohobych: the Lessons of Democracy

Drohobych is a picturesque city in Prykarpattia region founded around salt deposits. Drohobych was granted partial Magdeburg rights in 1422, and their full assignment was eventually confirmed in 1460. It’s worth emphasizing that Drohobych got Mardeburg rights 75 years earlier than Kiev. In 1507 the city was granted a right to collect taxes for road maintenance. Yet along with new freedoms introduced thanks to Magdeburg rights there was also some infringement of inhabitants’ interests. For instance, in 1523 Drohobych population was prohibited to arrange public meeting without official permission. However, the population was actively struggling for their rights. They eventually succeeded, and in 1578 petty bourgeoisie was allowed to form guilds. The activities of current Drohobych administration have a number of similarities with those of Magdeburg self-government. For example, property rights and land issues remain crucial points in the local agenda. However, present Drohobych officials are recommended to pay more attention to the engagement of civil society in the local governance by creating local public councils.
