Hilcha was founded in 1874 by Czechs whom the village owes its self-government traditions. The organization of self-government in Ukraine and Czech Republic has a lot of similarities, for instance, the electiveness of deputies, the periods for which the deputies are elected and their main responsibilities. In August 2011 Hilcha hosted an international meeting within the framework of intervillage cooperation program. The agenda was mainly devoted to the prospects of cooperation between Czech, Polish and Ukrainian rural administrations. The representatives are going to arrange exchange visit to their countries in order to elaborate an efficient pattern of self-government for the region. Hilcha is an obvious example of multicultural city that benefits from its rich historical background and utilizes it to promote modern democratic values.
